In compliance with applicable State regulatory authorities, COVID-19 vaccination is mandatory for all MSK staff. Staff are considered fully vaccinated upon completion of a primary vaccination series for COVID-19 (i.e., one dose of a single dose vaccine or a final dose of a multi-dose vaccine series). Exceptions from the COVID-19 vaccine requirement are permitted for those who request and receive an approved medical or fully remote exemption. Requests for medical exemption can take up to two weeks to review. Vaccination or an approved medical exemption is required to start work.
*Staff working at a MSK New Jersey location must be up to date with COVID-19 vaccination, which includes having completed the primary COVID-19 vaccination series and booster once eligible as mandated by New Jersey State. All New Jersey staff not yet eligible for a booster must receive a booster within 3 weeks of becoming eligible as a condition of continued employment at MSK.
Note: Individuals are eligible to receive a COVID-19 booster two months after completion of a primary vaccination series for COVID-19. Because vaccine-induced immunity can wane over time, MSK continues to strongly urge all staff to get a COVID-19 booster as soon as they become eligible to maintain their protective immunity for a longer period.

While this position is a hybrid role, potential on-site visits are limited to 1-2 times a year. Most of the time will be spent working remotely.
The Office of Research and Project Administration (ORPA) is seeking an Associate Director, Budget & Billing Compliance, CR Finance. Reporting directly to the Senior Director, Clinical Research Finance, the incumbent partners with ORPA unit leaders as appropriate, to plan and implement new programmatic initiatives affecting department activities and staff. You will own activities of Pre-Award Clinical Research budgeting and billing compliance teams and maintenance of a clinical trial management system (CTMS.)
You will:
* Handle the central development of clinical research budgets. Ensure timely, accurate and compliant (with relevant MSK and federal/sponsor guidelines and regulations) development of any protocol budget (internal and/or external), regardless of sponsor and including determination of Research Non-Billable (RNB) services.
* Be responsible for the Medicare Coverage Analysis/billing compliance process for all nonexempt clinical research studies.
* Collaborate with internal service providers on pricing structure and implementation for internal and external users.
* Lead and maintain business relationships between MSK and clinical research sponsors. Develop shared goals, engage in dialogue conveying candid curiosity about building/deepening commitments and work relationships with sponsors.
* Establish rate cards and be the point of contact for general inquiries.
* Advise and supervise a team of Budget Managers, Budget Analysts, and Budget Associates to ensure that budgets, coverage analysis, billing compliance and financial contracts are developed, negotiated, and implemented timely and accurately.
* Provide operational mentorship to ensure and facilitate efficient and effective daily operations of the CR Finance Unit.

* Clinical research financial management and oversight experience including, but not limited to clinical trial budgets and agreements, invoicing, and fiscal management is strongly preferred.
* Prior management experience. Strong analytical, communication, and relationship leadership skills.
Pay Range $116,800.00-$192,800.00
